Just from the expressions, those look like villans. :)  Give them the personality as such, and they'd be quite good.  Hopefully those are the character designs.

Wow, I wouldn't want to quarrel with either of those two fellows about a free parking lot in a dark street. Good to know LBT dinosaurs don't drive any cars ;)
The picture reminds me of a Don Bluth quote in his Toon Talk Magazine: "Sharptooth isn't evil. He has just been grumpy all his life. He'll get over it."
I can't say it looks like the quote could be applied to these two guys.
