What was more pressing was the attempted arrest of one of the Spirarians on the ship's territory as well as the sentence of ship arrest. While one was acceptable, the entire ship's crew being confined to the ship was not an option.

Thanks to the floo system, news of the incident reached Prime Minister Fudge and the Wizengamot in record time. The Wizengamot's meeting place was as usual, under Londinium Tower, and heavily guarded by hit wizards.
Bryony Alder cleared her throat. "Everyone, it appears some new developments have arisen with our off-planet visitors. While we wait for Prime Minister Fudge to join us, we will sum up the happenings."
The representative from the Department of Magical Law Enforcement spoke up. He adjusted his robe and cleared his throat. "Currently, we've suppressed the Pinkstones in Gallymeade and our Auror patrols are currently enforcing a zero tolerance policy on Muggle possession of magical goods in Diagon Alley as well as a curfew on floo travel and anti-apparation charms are in effect. Though we are getting protests from the Muggleborns who claim they are being unfairly targeted. On less optimistic news, Esbenshire has become a hotbed for Pinkstone activity and open flouting of the Statute of Secrecy ever since Daphne Wittenweld's death. In particular obliviations have become more dangerous as many of our Obliviators were confronted by angry mobs. As for the other off-world wizard, Chong, we've last spotted him in the Innse Gall Dragon Reservation. Since he arrived only with some Muggles, we suspect that the dragons may have already killed him. We will investigate as soon as we can."
He then cleared his throat and took a sip of water. "We also have Aurors watching the off-planet visiting students and professors at Hogwarts. Our main concern is actually the most recent incident, there was an attempt to arrest and obliviate an off-planet Muggle who had seen potions and magical wildlife for sale in Esbenshire. They successfully fled to their ship and out of our jurisdiction."
"How can the ship be out of our jurisdiction; it's on our land?" another witch replied.
"Apparently, according to various off-world treaties, it's considered akin to an embassy. We can't barge in there any more than we can do the same to the Parias embassy in Londinium."
"We did not sign those treaties and thus, we are not bound to them."
"Do you want to provoke an off-planet war!?" Another witch shouted. "We've already got Pinkstones attacking Aurors, destroying Ministry held buildings, and flouting the Statute of Secrecy. We don't need another faction to fight against!"
A brief shouting match erupted over whether or not they should the ignore the diplomatic immunity of the Spire.
"Everyone," Bryony shouted. "Quiet down. That is something that only Prime Minister Fudge can authorize. Our relationship with the off-world visitors is at the least, not hostile. Raiding the ship, which we will consider an embassy is something that will only turn them against us. For now, we will let them enforce our laws on their citizens and not ask that they be turned over to us."
The Department of Magical Law Enforcement representative spoke up. "Chief Witch, if I may," he said. "Despite the aurors earlier telling me that they were informed by a ship guard that any of their citizens who see magic will be confined to the ship, I suspect the leaders — Lord Stripetail and Captain Carson — will overturn the guard's statement and not enforce our laws on their citizens. We already know that Lord Stripetail, had reversed the obliviation of Captain Carson and he has hinted he is willing to do so to any of the ship's citizens, should we obliviate them. Right now, as Chief Witch Alder stated, our relationship with the off-world visitors is not exactly cordial, but it is at the least non-hostile. I recommend we keep it that way."
"What about Pottermore Muggles or Pinkstones who try to run for the ship and get asylum?" a witch asked. This was the same witch who implicitly advocated raiding the Spire.
"We'll have them arrested on our territory, so we will be placing stationing additional aurors and hit wizards in Esbenshire and its borders. If they make it to the ship, we'll have to petition Captain Carson and Lord Stripetail to turn them over to us."
"And what if they don't?"
The Wizengamot fell silent; no one wanted to answer that.
