After months of debate, the majority of the online community who had previously supported the picture's validity finally consented that it was probably Photoshopped.

I think that's actually meant to be his reflection that the water is giving.

A little-known fact about the original The Land Before Time is that in one of the earlier drafts, Ducky was a swimmer who couldn’t swim and was afraid of the water, eventually learning to swim while trying to save Petrie from Sharptooth. The executive producers later decided to switch their roles around.
