I think I was too generic with the last idea. Here's one with more meat...
Earth 2070 AD. With the growing shortage of ores, many leading nations resorted to solutions of genetic experimentation. Most of NATO, and later Russia, China, & Japan, came up with one common answer...dragons. At the same time, astrologers discovered a moon-sized planet on a course to cross Earth's pass, which put the planet on high alert for a potential collision. But scientists proved against a cataclysmic collision to put the public at ease, unaware of another threat festering just underneath the strange planet's surface. A threat only the dragons and their riders could challenge...
You can play your characters around the concept of dragon riders, including, of course, dragons (sentient beings that could only speak telepathically to their own riders), riders, caretakers, scientists, etc. Of the NATO forces, the United Kingdom has the largest number of Dragon Wings, followed by the United States, France, & Norway. Other NATO and allied countries have numbers too small for their own forces, so they combined to the Pan-Alliance Wing, including riders from Spain, Mexico, Germany, Italy, Israel, and Poland. Of the non-NATO countries, Russia has the highest number of Wings, followed closely by China, and a Pacific-Alliance Wing with Japan & Australia as the majority pilots, though volunteers from any nationality can serve with these Wings.
Following some of the rules of the Dragonriders of Pern books, dragons can only speak telepathically to their own riders & each other, teleport over limited distances, and withstand limited oxygen at the outreaches of the earth's atmosphere. UNLIKE the book, they don't have to go through colors & genders (like female gold & green, and male bronze, brown, & blue), and they don't have to depend on a natural substance to develop fire.
