Here's a list of Obstacles, Threats, or Enemies the Sharptooth Uprising must eliminate. (and in the story I'll tell you who got eliminated and who survived):

• Major Threats will be in a Red Font
  
• Regular Threats will be in a Orange Font
  
• Minor Threats will be in a Yellow Font

Some Survive, that's including Littlefoot, Cera, Ducky, Petrie, Spike, Chomper, and Ruby:

and they become Heroes/Legends to everyone in the Great Valley and beyond.

So it's still being worked on? That explains why not all of the characters fates have been decided yet.

And the characters with normal text color aren't a threat at all, correct?

Not quite there fates are decided, but I'm still having trouble trying to explain it. Also even though some characters arn't a threat to the Sharptooth Uprising the Leader still want's them dead to make the friends and family of that character suffer (emotionally) breaking there will if I might add.
