I do like the voiting idea, and how we are able to take turns, however, its kinda hard to vote when you only have a couple of people joining in. Maybe we could work something out or we just continue to get this game some participants. Either way an action needs to be done.

Well, in the rules, it states that no member can vote for their own caption. That means that you guys would just vote for each other and it would result in a tie. If there is a tie, the game master breaks the tie. So technically, there is a tie and I guess I'll break it.
