Locking a topic means preventing any new replies from being submitted.

if somethings locked will users still be able to open this to read? will it be gone or just say locked next to it? just wondering.

As I understand it when an admin locks a thread it means no one can reply to it, but you can still read it.

People tend to like to carry on conversations even if the topic is dead, topics that are totally unrelated and chaos ensues. That's why topics are locked. That and there are some topics that can be locked because the admin doesn't want that sort of thread to be around but they think that it contains relevant information and don't feel it's necessary to totally delete the topic.
