Threehorn already gave the line that goes along with the picture. "Sink in the mud". The scene is from LBT 5 during the song "Friends for Dinner".

It ight be a shadow thta wasn't colored correctly and not noticed. It might be mud as well.

It's mud. That line in the song even furthers the fact they are standing on dirt next to open puddles of water.

I would guess it is mud, perhaps a different color since it may be a bit more watery then the ground around it, or mud if mud is around it.

It probably looks different because of something I often see in animation, especially older animation (even 90s era, occasionally). The majority of the background appears to be painted, drawn, or something, while the "animated," or moving mud appears more cartoonish, making it stand out. Again, I see this a lot, both inside and outside of LBT.

I've forgotten about that.  In some cartoons things the characters can interact with or that are animated are as you said.  That does make sense.
