Techno-organic material is a fictional substance used in Marvel Comics as well as Beast Machines. Far as I know, this material does not exist in reality.

Perhaps it's about androids and cyborgs?

Does he mean "biomechanical"?

Or is he referring to cyborgs (both fictional and real)?

Yes, there are real cyborgs: Professor Kevin Warwick is one. See here: Professor Warwick, the cyborg professor.

By official definition I am a cyborg :p
No kidding, I'm diabetic and using an insulin pump. There are of course different definitions of what a cyborg is, but if we go by the definition that a cyborg is a living organism whose body functions are maintained, supported, or enhanced by technology then I am a cyborg. People with pacemakers would be cyborgs too by that definition (both diabetics with a pump and people with a pacemaker are explicitly mentioned as examples of a cyborg in the Wikipedia article on cyborgs) and if one pushed it farther people wearing glasses (enhancing the ability of their eyes) could be labeled cyborgs as well. Of course that is not the image we have in mind due to the fictional presentation of cyborgs where they are always creatures with superhuman abilities and usually made to kill
