Actually, I have no idea who he is, but from what I've read, he's supposed to be a legendary NASCAR driver?

Did more research. Apparently the zombie model was included in the files, but not actually part of the game. You can get him into a level by enabling the console and in the main menu typing :

map atrium
sv_cheats 1
z_forcezombiemodelname common_male_jimmy
z_forcezombiemodel 1

assuming you have a PC.
