Yes. You can't become a partner for those videos because the work you made isn't completely your own, the images are someone elses.

I've actually gotten a few of those myself.
As far as I understand it. The basic thing is that you got a good number of views within a short amount of time, and the fact is that, based on that number of views, YouTube sees it as a potential video for you. So basically, they are giving you the chance to promote it and earn money based on the views you get.
Unfortunately, the video must be of your own little thing with nothing of copyrighted material, save for that which falls under Fair Use. If your video is something like a review, commentary or maybe even a parody of Copyrighted Material, you could possibly pull it off, but I wouldn't take the chance, based on how companies are treating them right now.
So yeah, if it's copyrighted material, make sure it's of Fair Use. Otherwise, don't bother.
