I just had opened GIMP and went to get a picture that I had saved on paint, and randomly, my cursor started moving all around the screen, clicking everything on paint, every tab I had open.
It went on for like a minute before it finally stopped, and it did it every time I would touch the mouse, and earlier, I couldn't scroll using the button in the middle of the mouse, but after it did that, it works fine.

Try connecting that mouse of yours to a different computer. If it does the same thing, then your mouse is to blame for.

I know for a fact that it is the mouse, I've had trouble with at least three other mice in the past. My previous three, I was about click a link, then the cursor stopped moving, and I had to put a new mouse in. I've had a lot of trouble with mice on computer, but it might be cause I've had my computer since 2000 {or earlier}.

What do you mean by clicking? Is it opening anything up?

The cursor just started going all over the screen, clicking the different color boxes on paint, the paint can, the pencil and a few other things on paint. Even the tabs acrossed the bottom of my computer, {word page, internet, paint, OneNote}. But they didn't pop up for some reason.
Its not doing it now, it was about ten minutes before posted this when it was happening.

Probably some sort of problem with sticky keys. There's a setting you can set that will bring the mouse to each tab point. The tab key probably got stuck down and caused the mouse to start jumping. Try checking your sticky key settings under accessibility options. If they're fine then you probably physically used the tab key.
