And once again, Wikipedia provides excellent assistance.   Once I figured out the second word was "empire", I then had to look up a complete list of all empires that ever existed and try to find any matches to the correct letters. I decided to guess one more letter just to be sure my final answer would be the correct one.

Roke had ' substituted' a liquid needd in making polyjuice potion instead of the required  ' sweat of a large boar' he had instead used ' oersonal liquids' when his student partner tested the concotion, instead of turning into a dragon similar in look in Roke, he had turned into a salamander instead causing Roke to laugh hysterically. Obviiously, Snape found it considerably less funny, and Roke turned pale at the tone of Snapes voice when he spoke to him.'
