I've played all the games above that you mentioned, with the exception of Hocus Pocus. I can't remember who made some of my old favs back in the day but Apogee is a name that rings a bell, for sure!
Wacky Wheels and Skunny Kart were great games, though I forget who made them. Think of it as "before Mario Kart there were Skunny Kart and Whacky Wheels" and you'll get the idea.
