I'd say the Flash since most versions can run at the speed of light, and can run fast enough to time travel.

I would say Road-runner, and Speedy Gonzalez would be a close second. The Flash would probably have to save the world in the middle of the race, and same thing with Dash. As for Sonic, I can't think of a reason why he wouldn't win the race, but I'll have one eventually.
