They're a kind of alien from the Sonic games. They come in several colours and every wisp gives Sonic a different ability.
If you're asking me, no, I don't think the Rainbowfaces are wisps. SEGA isn't Universal and while the implication is there that the Rainbowfaces are aliens, we still don't know what exactly they look like.
