Depending on the context, you're both right.
In the electrical world, a "Jiffy" is the amount of time it takes for one cycle of AC current (1/50 or 1/60 seconds depending on your region).
In the physics world, a Jiffy is the amount of time it takes for light to travel 1 foot in a perfect vacuum.
I'd say Darkhououmon has a more accurate statement than the original question. I'd give it to her if I wrote the question.
