How is that Dracon village exists in the tribal stage of development? is that because of their isolation in that valley?

Because of the isolation, the lack of good land for building cities, and the fact that the local ruler of the valley (who is NOT the main villain, but works for him) wants to keep the natives living there backwards and primitive... that way, those tribes will pose little threat.

The idea of the RPG is that characters are adventuring in a fantastic world, set in a vast land of deserts whose main inhabitants are called the Dracons... creatures made with humanoid and dragon essences. I can tell you a lot more if you want.
