Torvin entered the wholesale district of the city, which was very busy almost every day. Minbenthac's economy was largely set up on trading resources. Each of the great nobles of the city controlled at least one major resource (mines, quarries, fertile land, etc.) In return for a monopoly over his resource or resources, the king of Minbenthac would have to pay taxes to the king, and be required to base his operations in the city, bringing jobs and money.
Since most nobles controlled only one resource each, each section of the wholesale district was run by its own staff, one resource per section. This also meant one noble per section, which created problems in its own right. While there was only one king, there were many factions among the nobility. Each noble had his own supporters, and when nobles fought, their supporters would fight each other as well. This was a patron-client relationship, in which loyalty and services by the poor were exchanged for protection and favors by the nobles.
Frequently, this played out in the arena, where supporters of one faction would fight another. Rarely, it devolved into clashes in the street, and even more rarely, it led to full-scale riots. When it got this bad, the king usually intervened, and would force the nobles to quiet things down.
At the moment, the iron section of the market was calm... the lord who controlled the iron mines and smelters had a conflict with the lord who owned the copper industry... there was conflict between them, and their followers.
