The last 2 events will happen the next day(story-wise) then the groups will head to Green river..

I'm not sure what sorts of events the original laff-a-lympics had. That may give you some ideas.

the last event is a strength contest. like the final events on the tv show, winning the last event is worth more.

Well, an idea for Monstro for the final event:

Since the whale wasn't a scheduled stop for the games, the last event could be a race from his stomahc to his teeth before the whale closes his mouth, and anyone who isn't outside monstro doesn't let out...

If you want ideas for locations maybe some here can discuss favorite animated movies or tv series they would like to visit if possible. That may give some ideas.
