What moments you disliked?
I do not hate the movie, it's definitely decent enough to watch without feeling the desire to switch off the TV again, but there are some annoying elements to it.
Most prominently, I think everybody will agree that the Yellowbellies are... the main reason why LBT 13 is so... disliked by the community

Now I do like the general idea of the movie, to teach about following certain rules and "wisdoms" that ensure you're safe and out of harm's reach. However, the way it's been carried out wasn't the best.
They could have got the same message across if, say, Cera and Littlefoot get into a fight again, resulting in them separating while they're on one of their adventures again. It could kind of resemble the situation in the first movie where Cera gets into trouble eventually because not following certain wisdoms.
The Yellowbellies were just acting a little bit too silly and stupid to be taken seriously in my opinion. For the story to worl the way the writers intended it, they had to be stupid but that still wasn't the best solution in my opinion :unsure:

And yes, villain. Not antagonist. Not perfect natural antagonist like original Sharptooth was.
What villainous actions does he make to get such title?
I once read a very cool fanfiction where a cruel Longneck took over the Great Valley, doing all sorts of things that were outright evil despite being a leafeater. It's called Venatione Venatus, written by Dosu2Dinner, you should read it. It's very well written and it's not just about that villain but about so much more. In particular, it also has a lot to do with Sharpteeth and Chomper

In general, I think such a villain would have to be driven by some sort of evil plan (like taking over the Great Valley to rule it) and, naturally, the Gang would try to prevent such evil from occurring as best as they can.
