i'd get rid of Homeland Security, move EPA into Conservation, Along with the BLM , CCC , FWS NFS and NPS) and change Defense back to War as it was prior to 1947.
I'd get rid of the IRS for starters. They have been used or tried to use to target political opponents since Nixon. People will
when they are gone anyway.

Yes, I'd also cut down the BLM to state levels as I've been mad at them since Bundy Ranch.
The Department of Education would be killed and education would go back to state level and Common Core and No Child Left Behind would get a well deserved demise.
I'd probably do the same thing you suggested with Defense and change it back to War though I'd have a Security one too for border security, etc (that's not, er, hopefully, war.)
My moving of EPA is not an elimination of that agency, but a consolidation- moving all the environmental agencies under the same roof, having them all in the same department. I would also increase their funding, the EPA is doing a very thankless job.
under our system, the authority each agency operates under is set forth by Congress and interpreted by the courts. Sometimes the courts interpret broadly, sometimes narrowly.in the case of the EPA, in the 70s Congress was trying to address big issues of cleaning up our land air and water, which were major issues (the Cuyahoga River in Ohio catching fire, oil spills in California etc)and thus not only created the EPA(in 1970), but granted it broad powers to tackle those big issues. the courts have ruled broadly, saying the EPA has wide discretion on what rules to implement and how broadly those rules can extend. Without the EPA, our water air and lands would probably look like China's, where the air is so bad you cant go outside without wearing a gas mask.I don;t know about you, but I like having Clean air, land and water.
do you know how much money the EPA gets a year? Right now the EPA gets 8 billion dollars a year. that may seem like a lot, but not when compared to Defense. for every dollar we spend on the EPA, We spend 88 on defense. the combined budgets for the EPA, Forest Service, Park Service, Fish and Wildlife Service and BLM is under 20 billion a year, 1/35th of defense. those agencies have been making do with shoestring budgets for a long time(and BLM, which manages 250 million acres, has the smallest, just over 1 billion, or 4 bucks an acre), and that is creating major backlogs in those agencies.if anything, money should be transferred from defense to those agencies. 100 billion a year for those agencies would quickly eliminate backlogs, allow for better services and better communication with the public, and the military would be more than able to handle any threats at 600 billion a year.. the states, unlike the federal government, are bound by balanced budgets, ie they cant run deficits, so their financial flexibility is much more limited. they would also sell public lands much more quickly, gaining a short-term gain at the long term cost of losing control over that land. the reason why the federal government owns so much land in the West is due to 2 reasons
1. Each state took a certain amount of land for themselves for tax bases upon becoming states, leaving the rest to the the federal government
2. Since the beginnings of the conservation era ( around 1900 or so), the federal government has changed from selling or giving away its holdings to states, private industry, etc to conserving them for the public good. As a result, the US has more protected lands than any other country on earth and its not close. the US has about 800000 sq miles (out of 3.8 million) protected in one form or another on the federal level, if you include state lands that rises to over 1 million miles. the next closest countries are Australia and Canada which both have around 400000 sq miles of protected federal lands. Still,there is no such thing as too much protected land, there are hundreds of areas in this country that are not protected and should be. 21 states have no national monuments, and every state should have at least 2. Alaska should have at least 30, due to its massive size (665,000 sq miles).
As for the IRS, their job is make sure people pay their taxes and don't game the system. in politics, their job is to regulate groups so they dont coordinate with campaigns(which is illegal) and make sure in the case of non profits that they are not in reality fronts for political spending. in the 50s, the rule was that 90% of nonprofit spending had to be on their mission, that rule has since been weakened to 50%. After Citizens United, many many groups came out of the woodwork, claiming to be non-profit, and many of them, imo, were simply fronts for groups trying to take advantage of the change in campaign spending laws . The IRS, by flagging some of them (the vast majority were permitted) was doing its job in making sure everything was on the up and up. in the end, more liberal groups were flagged than conservative ones. the IRS isnt a popular agency, but a necessary one.
as for Bundy, the guy has been delinquent on the rent he owes the feds(since the land he grazes on is federal) for 20 years, he owes over 1 million dollars. the BLM was simply trying to collect what a federal judge has ruled is owed to it.. he also is one of the so-called 'sovereign citizens', those who refuse to recognize federal or state authority. Lets get one thing abundantly clear L&AT. the federal government is the ONLY sovereign power in the US, the states are not sovereign, since they are simply PART of a country, and citizens of this country are not sovereign, they cant pick and choose what laws they will follow and those they will not..if you or I tried to refuse to pay our taxes, guess what would happen. We'd be put in jail for a long time, for tax evasion. And rightfully so. what Bundy and his ilk are, are freeloaders, they don't want to follow the laws that limit their ability to do as they please, but they take advantage of the largesse of the government. grazing fees on federal land are 10-15 times lower than those on private or state lands.if Bundy hadn't been a cheapskate all these years and paid his grazing fees, there wouldnt have been an issue. the guy should be in prison for tax evasion.
