Not the one I was thinking of... and not close enough to the equator, probably. I'll add another hint. This member also lives in a small village, near a military depot in his country. If you look at his (yes, this one is a he) profile, you will find the name of a small settlement, and doing less than five minutes of research on it (googling it in and going to the wikipedia entry) will reveal that it is near a military base.
